In the Manila Declaration of 1996, APEC Ministers agreed principles and priorities for development cooperation in APEC, to help reduce discrepancies in levels of development of members, and to enhance the capacity of Asia-Pacific economies to implement policies to facilitate trade and investment.

This book presents the work of a distinguished group of observers of APEC. In the foreword to this volume, the 1996 Chair of APEC Senior Officials, Dr Federico Macaranas, acknowledges their contribution to the APEC process and to the Manila Declaration, particularly by means of the influential paper, 'An Asia-Pacific model of development cooperation', which is included as Chapter 1 of this volume.

Other chapters provide an historical and institutional context for understanding the emergence of development cooperation within APEC, as well as exploring issues relevant to future economic and technical cooperation among APEC members.
