The Foundation for Development Cooperation (FDC) has been tasked by the Asian Development Bank (ADB) to design an Asia-Pacific Regional Initiative - Access to Energy for the Poor. The objective is to increase
access to modern forms of energy by the one billion people in the Asia-Pacific region who do not currently benefit from access to clean/cleaner/more renewable energy.
Between August and November 2008, FDC is leading the design of the Asia-Pacific Regional Initiative - Access to Energy for the Poor. An initial concept paper will solicit feedback from existing and potential partners, then FDC will assist ADB to finalise the organisational structure and propose key activities to effectively scale up access to modern energy by the poor across the Asia-Pacific region. The Asia-Pacific Regional Initiative - Access to Energy for the Poor is envisaged to be as inclusive and partner-driven as possible, with strong private sector contributions, in order to achieve the greatest impact.
This design phase will build on the outcomes and conclusions of two significant events which took place in the first half of 2008. First, in April 2008 at ADB Headquarters in Manila, The Philippines, FDC, ADB and GVEP International hosted the Financing Village-Level Energy for Development in Asia and the Pacific workshop, which brought together 70 experts from across the Asia-Pacific region to discuss ways of increasing financing of modern energy at the village-level. The findings and outcomes of this workshop were subsequently presented at a follow-on meeting on Expanding Access to Energy during the Asia Clean Energy Forum at ADB Headquarters in June. A broad consensus emerged that there was merit in creating, in consultation with a wide range of partners, an Asia-Pacific Regional Initiative - Access to Energy for the Poor to help respond to the challenge of increasing energy access for the poor across the Asia-Pacific region.

Based on the feedback received, the Regional Initiative will be refined and modified, then operationalised in the first half of 2009 and launched during the Asia Clean Energy Forum in Mamila in June.
